With more than three decades of law enforcement experience
behind him, Vincent Oliva joined GSS Securities, Inc. in late-2002 with
the assignment of creating the #1 Canine Explosives Detection Division
(CEDD) in the industry. Having racked up more than 10 years of canine
experience with the Port Authority Police Department (PAPD), including
assisting or supervising in the training of more than 75 dogs in 13 classes
for the PAPD and various Federal, State, County and Local agencies in
the NY Tri-State Area, there was no person more knowledgeable, skilled
or practiced than Vincent Oliva to take on this task.
A native of Jersey City, NJ, and a current resident
of Bayonne, NJ, Oliva earned a B.A. degree in education from Jersey City
State College. An expert witness in the fields of canine use in law enforcement
and narcotics enforcement, Oliva’s background also includes serving
as a K-9 Training Supervisor for the PA Police K-9 Unit from 1991 through
his retirement in Fall 2002 and being certified as a K-9 handler and
trainer in several categories by such entities as the Atlantic City (NJ)
PD, the PA Police Academy and the U.S. Police Canine Association. Being
the first K-9 Trainer for the PAPD, Oliva eventually schooled six trainers — with
his objective being to maintain and preserve the Unit and continue the
quality training upon his retirement.
For his accomplishments and service, Oliva has received
numerous medals and citations from the PAPD and several New Jersey city
police departments. He is a member of more than half-a-dozen professional
organizations, including the American Society of Law Enforcement Trainers,
the U.S. Police Canine Association, the International Narcotics Enforcement
Officers Association and the Honor Legion of Police Departments of the
State of New Jersey.
